This is a reverse glass painting from southern India.
Gajalakshmi, the goddess of beauty, prosperity, luck and wealth, is seated on a lotus throne with an elephant (Gaja) on either side, pouring water from the lotas held in their trunks. She has four arms - two of them holding lotuses and the other two in Abhayamudra (a gesture of reassurance, safety) and Varadamudra (a gesture of granting wishes).
